DART Command Central and Cultivate Wellbeing Sign MOU to Support Animal Welfare Documentation and Long-Term Care Projects
Williston, VT & Colorado – November 17, 2025 — Disaster Animal Response Team Command Central (DARTCC) is pleased to announce the signing of a Mutual Assistance Memorandum of Understanding (MOU) with Cultivate Wellbeing, a Colorado-based organization leading complex animal welfare and care documentation initiatives, including the ongoing Marineland Canada project.
This partnership formalizes collaboration to support animal welfare operations through the use of the Emergency Animal Shelter App (EASApp™), with a focus on documentation, transparency, and long-term care tracking for animals impacted by disasters, neglect, or prolonged confinement. Through the MOU, Cultivate Wellbeing is utilizing EASApp™ to document daily care, medical oversight, and operational processes associated with the Marineland project.
“Some animal welfare efforts don’t fit neatly into short-term disaster response models, and that’s exactly where flexible tools and strong partnerships matter most,” said Deb Shelby, Founder and Executive Director of DART Command Central. “We’re eager to work with organizations like Cultivate Wellbeing that are tackling complex, long-duration care projects. Their work is helping demonstrate how EASApp™ can support accountability, consistency, and transparency well beyond traditional emergency sheltering.”
Cultivate Wellbeing is currently coordinating veterinary and care teams working to ensure consistent documentation and oversight for animals at Marineland Canada. By leveraging EASApp™, the project team is able to maintain standardized records, track care over time, and support collaboration among multiple stakeholders.
This MOU reflects DARTCC’s continued expansion into diverse animal welfare use cases and reinforces the organization’s commitment to providing adaptable, responder-informed technology to support animal care, disaster response, and recovery efforts nationally and internationally.
