FOR IMMEDIATE RELEASE
DART Command Central and Texas A&M Veterinary Emergency Team
Sign Memorandum of Understanding

July 9, 2026
South Burlington, Vermont — DART Command Central (DARTCC) is pleased to announce the signing of a Memorandum of Understanding (MOU) with the Texas A&M Veterinary Emergency Team (VET), further expanding a growing network of organizations committed to strengthening emergency animal response through collaboration, shared knowledge, and preparedness.
The Memorandum of Understanding establishes a framework for collaboration between the two organizations, allowing each to contribute its respective expertise in support of emergency animal response and disaster preparedness. The agreement reflects a shared commitment to exploring opportunities that strengthen preparedness, improve coordination, and support communities before, during, and after disasters.
Under the agreement, the organizations may explore opportunities to work together in areas such as preparedness, training, and the use of EASApp® to support emergency animal shelter operations.
"We are honored to welcome the Texas A&M Veterinary Emergency Team into DARTCC's growing network of collaborating organizations," said Deb Shelby, Founder and Executive Director of DART Command Central. "Every community faces unique challenges during disasters, and every response organization brings valuable experience and expertise. By building relationships and sharing knowledge, we can strengthen preparedness and support one another while respecting the independence and capabilities of each organization."
Developed by DARTCC, EASApp® is a cloud-based application that helps emergency animal shelter teams manage animal shelter operations through digital documentation of animal intake, medical care, daily care, reunification with owners, time tracking, and incident reporting.
Since its launch, DARTCC has focused on connecting organizations that share a common goal of improving emergency animal response. Each new Memorandum of Understanding expands opportunities for organizations to learn from one another, explore new approaches, and strengthen relationships before disasters occur.
The signing of this agreement marks DARTCC's eleventh Memorandum of Understanding with organizations across the United States, representing collaborations with animal response teams, emergency management partners, and veterinary organizations spanning six of the ten FEMA regions.
As disasters continue to affect communities across the country, DARTCC remains committed to fostering a collaborative network where organizations can share resources, exchange ideas, and support one another in preparing for and responding to emergencies involving animals.
